The story behind it is that the man in the right is actually the 8th Aztec Emperor, Ahuizotl (ruled from 1486 to 1502). His name is actually the name of a mythological beast: an acuatic dog monster with a hand at the end of it's tail, with which it drowned people in lakes and rivers. So this is fan art of a manga in which the Emperor Ahuizotl finds a little Ahuizotl and decides to keep it.
It's actually pretty heart warming and charming.
